बिहार की तरह ही सुपर पावर अमेरिका में बंदूक का क्रेज सिर चढ़ कर बोल रहा है। बिहार में भी लोग जहां बंदूक को कमर में रखने या फिर उसे कंधे में लटकाकर चलने में गर्व महसूस करते हैं उसी तरह अमेरिका में भी अमेरिकन बंदूक को स्टेटस सिंबल मानते हैं। यही कारण है कि हथियारों का निर्माण कर लाखों लाख डाॅलर कमाने वाले इस सुपर पावर देश में गनकल्चर हावी हो गया है। यही कारण है कि अमेरिका के शहरों में सामूहिक गोलीबारी की घटनाएं लगातार जारी हैं। लेकिनए फायर आर्म्स के लिए अमेरिकियों की भूख खत्म ही नहीं होती है। वहीं अवैध हथियारों के खिलाफ बिहार में अक्सर पुलिस अभियान चलाती है। फिर भी आए दिन बिहार में जगह-जगह से अवैध हथियार बरामद होने की खबरें आती रहती हैं। अवैध हथियार पर अंकुश लगाने के लिए आर्म्स एक्ट में कड़े सजा का प्रावधान है। पूर्व के समय में डीजीपी अभ्यानंद के समय पुलिस अवैध हथियार पकड़ाने पर केस दर्ज कर स्पीडी ट्रायल चलाकर आरोपियों को सजा दिलाने में सजग रहती थी। हालांकि इसमें अब पहले की तुलना में ढिलाई आ गई है। बिहार में शादी विवाह के समय तो गन से गोली चलाकर लोग अपनी हैसियत का प्रदर्शन करने से बाज नहीं आते हैं। बंदूक के मामले में अमेरिकी लोगों का मिजाज बिहारियों से काफी मिलता जुलता है। अमेरिकन न्यूज पेपर द न्यूयार्क टाइम्स की दैनिक भास्कर अखबार में छपी रिपोर्ट के अनुसार कोरोना वायरस महामारी में पिछले साल रंगभेद विरोधी आंदोलन और इनसे उपजी दहशत के कारण इस बार पहले से कहीं बहुत अधिक गन बिकी हैं।
सरकार द्वारा 1998 में फायर आर्म्स की बिक्री दर्ज करने के बाद पिछले साल मार्च में एक सप्ताह में पहली बार दस लाख से अधिक गन बिकी थीं। इस साल मार्च में वसंत का मौसम शुरू होने के बाद एक हफ्ते में 12 लाख बंदूकों की रिकॉर्ड बिक्री हुई है।
चुनाव के वर्षों और गंभीर अपराधों के बाद फायर आर्म्स की बिक्री सालों से बढ़ रही है। इस बार अस्वाभाविक ट्रेंड सामने आया है। कैलिफोर्निया यूनिवर्सिटी में गन रिसर्चर डॉ. गरेन विंटेम्यूट कहते हैंए गन की बिक्री में ऐसा उफान पहले कभी नहीं देखा था। आमतौर पर यह धीमा पड़ जाता है। लेकिनए यह लगातार चल रहा है। वे लोग गन खरीद ही रहे हैं जिनके पास पहले से कई हैं। पर जिनके पास एक भी गन नहीं थी वे भी होड़ में शामिल हो गए हैं। नार्थ ईस्टर्न यूनिवर्सिटी और हार्वर्ड इंज्योरी कंट्रोल रिसर्च सेंटर के प्रारंभिक डेटा से पता लगा हैए पिछले साल बंदूक खरीदने वाले अमेरिकियों में 20 प्रतिशत ने पहली बार गन खरीदी है। हमेशा की तरह नए खरीदार पुरुष या श्वेत ही नहीं हीं। इनमें आधी महिलाएं और 20.20ः अश्वेतए हिस्पेनिक हैं। फायर आर्म्स की बिक्री में वृद्धि का कोई एक कारण नहीं है। समाज विज्ञानी कई संकेतकों की ओर इशारा करते हैं। मेरीलैंड यूनिवर्सिटी में राजनीतिविज्ञानी लिलिआना मेसन कहती हैंए लोगों के बीच विश्वास खत्म हो गया है। यह सामाजिक परिवर्तन डरावना है। गन स्टोर में काम करने वाले कई कर्मचारियों ने बताया कि पिछले साल मार्च में बीमा कंपनियों सॉफ्टवेयर कंपनियों में काम करने वाले लोगों ने गन खरीदी। वे गन और उसे चलाने के बारे में कुछ नहीं जानते थे।

लॉकडाउन के बीच गन हिंसा बढ़ी
गन बिक्री की तेज दौड़ इस साल जारी है। अमेरिकियों ने जनवरी में 23 लाख बंदूकें खरीदी। 2020 की पहली तिमाही के मुकाबले इस साल के पहले तीन महीनों में 18प्रतिशत का उछाल आया है। कैलिफोर्निया यूनिवर्सिटी के डॉ. विंटेमुटे के रिसर्च के अनुसार जिन राज्यों में अधिक गन बिकी हैंए वहां हिंसा ज्यादा हुई है। वैसेए लॉकडाउन और बेरोजगारी जैसे कारणों ने भी गन हिंसा की आग को बढ़ाया है।

अमेरिका में लोग किसी भी किस्म का घातक हथियार खरीद सकते हैं। लेकिन इसकी वजह से ब्रिटेन में चिंता बढ़ी हुई है। ब्रिटेन में दो साल में 900 से ज्यादा खतरनाक हथियार बरामद हुए हैंए जो अमेरिका में लाइसेंस पर खरीदे गए थे और ब्रिटेन में अवैध रूप से पहुंचाए गए। ब्रिटेन में आपराधिक घटनाओं में अमेरिकी हथियार इस्तेमाल हो रहे हैं।
